Midway through implementation, the cooperation programme required an independent assessment to measure progress, relevance and alignment with Senegal’s national development strategies. The review also needed to support forward-looking political dialogue between the two partner governments.

Artemis conducted a comprehensive mid-term review combining document analysis, stakeholder interviews and strategic assessment. The evaluation covered both retrospective performance and future perspectives, ensuring a balanced and policy-oriented approach.

The evaluation provided decision-makers with a clear and structured assessment of progress, challenges and strategic alignment. With 129 expert work-days, the review directly supported high-level political dialogue between Senegal and Luxembourg. Its conclusions informed the preparation of the next cooperation programme, ensuring continuity and increased effectiveness.
