Méta-évaluation des mécanismes d’évaluation de l’assistance technique de L’Initiative

L’Initiative, a French policy-driven mechanism supporting Global Fund objectives, had implemented several methodologies to evaluate its technical assistance missions over time. Given the strategic importance of these missions in combating HIV, tuberculosis and malaria, there was a need to assess whether the existing evaluation system was sufficiently robust, coherent and fit for purpose.

Artemis was selected to conduct a meta-evaluation of the technical assistance evaluation framework. The work focused on analysing existing methodologies, reviewing how evaluations were designed and implemented and identifying strengths and areas for improvement. Building on this analysis, Artemis contributed to refining the evaluation system and supported a dedicated working group in testing the updated monitoring and evaluation framework in practice.

The meta-evaluation provided clear and structured inputs to improve the technical assistance evaluation system. It strengthened the consistency and usefulness of evaluations for learning and accountability purposes. The assignment was delivered with 63 expert work-days, supporting the refinement and operational testing of the updated framework.
