Final Evaluation of The Green Secondary Cities Wastewater, Plastic waste and WEEE Management Project in three cities in Senegal
The challenge
The project addressing wastewater, plastic waste and WEEE management in three Senegalese cities required a final evaluation to assess its relevance, effectiveness, sustainability and impact. Accountability and learning objectives were central to this assessment.
The solution
Artemis applied a mixed qualitative and quantitative methodology based on a Theory of Change. The evaluation assessed relevance, effectiveness, efficiency, coherence, sustainability and impact, with particular attention to beneficiaries and scalability.
The outcome
The evaluation delivered actionable recommendations to improve sustainability, effectiveness and future replication of environmental interventions. Conducted with 45.5 expert work-days, it supported both accountability and institutional learning. The results directly informed discussions on scaling up similar initiatives in other urban contexts.
